Walker purchased the site at that time, but no information is available on Walker, who did not own it for more than a few years. The Inland Empire Paper Company began operations in Millwood, Washington in 1911. A. Buckland, who also served as Millwood's mayor for twenty years, managed the mill from 1911 to his retirement in 1955. He was succeeded by Dean Banta.
