In 1915, Alfie and his fisherman father, working in the waters around the Scilly Islands, discover a girl on an uninhabited rock. She has no memory of who she is or how she got there, and can only say one word--"Lucy." She could be a mermaid, the victim of a German U-boat attack, or a German spy.
